The “Actual Cooling Capacity” is set based on the physical cooling fan modules in the shelf as it is a “read-only” value. It looks like you have a low flow fan that you need to replace with a high flow fan.
The XC 1200G Pkt/OTN type 2 (NTK615BA) is only supported on NTK503SA 14-slot packet-optical shelf in the context of 14-slot shelf variants. This shelf is only supported with any of the following cooling fan modules, all of which are high flow:
NTK507LDE5, NTK507MDE5, NTK507LS, NTK507MS. You need to deploy one of these types of fan modules in the shelf. More info on the fan modules can be found in the technical documentation in the NTRN10DP Planning Guide, Part 1 of 4, Table 3-3.
