I am curious if the one of the two 10G nni port can be reconfigured as a uni port?

In regards to your question, the answer is most definitely, any port designated as an NNI port on the 3930 has no restrictions on being configured as a UNI port.
As Jeff stated, that answer is yes. I have a 3960 that uses port 1 as the "NNI" port. This port points across the country over an AT&T service type link.It has VLLI enabled, LLDP reports only the remote 3960. All the hops in between are not 'seen'. Ports 9 and 100 are acting as the UNI ports, connecting to the local switch or router at either end. This link traverses data traffic between two remote sites, taking advantage of the AT&T fiber network.
