What does Protocol Fail alarm on a TESI ESP indicate?

I have an alarm on the protect side of a TESI stating "Protocol Fail / Provisioning Mismatch." Additional information indciates "Protection Type Mismatch." I have never seen this alarm/condition before. Maintenance was performed on the working path and the service switched to protect but there was heavy packet loss and extreme latency. Once the maintenance completed it switched back to the working path and the loss and latency cleared.
