I made a console cable on the base of EIA-561,but I can't connect to my ciena 3903 through that cable. I don't know what's the problem with my device. Could I get your help? below is the cable I made.
From your picture it looks like you have it cabled correctly. Maybe double check that the wires are securely fastened to your RS-232 building block and that there's no breaks in continuity?
FYI, you only need ground, transmit, and receive for a Ciena console cable.

Yes, I agree, Rx (5) and Tx (6) should be crossed over, and GND (4) straight thru.
EIA-561 is for RJ-45s. EIA-232 is for DB-9s.
Terminal emulation is 9600/N/8/1 no flow control.
